Accident in Richmond VA... Driver from Alaska losses Trailer

NOTE:

The Mother and Daughter were very lucky to not have lost total control of the vehicle and cause injury to themselves and others.

What if the trailer went into the travel lanes of I-95 what would have happened?

I noticed the Safety Chains were in poor condition and NO SAFETY LATCH WAS ON THE HITCH.

Where did it go? Was it ever even used? The reason the trailer came off was (This is an observation of examination of over 1,000 accidents.

The latch was not used or it was missing. The Safety Chains failed and the trailer separated from the vehicle.

It is the total lack of Education and information that has caused this to continue. Our Government has completely failed to address this since 1972 because of the U Haul and Utility Trailer Industry including Carry On trailers.

8 states do not even require safety chains!! Last week in Henrico I captured over 90 trailers in violation of safety codes.

Hitch is questionable,, Who weld it to the Frame?
Where is the Safety Latch? How Long has this trailer been in this condition?

Just some general knowledge on this incident. The trailer was properly attached to the towing vehicle. The driver hit a large bump in the roadway causing the empty trailer to bounce and roll over. The roll over's force off of the empty trailer caused the trailer to separate instead of flipping the tow vehicle (which it is supposed to do by design). Thanksfully, the trailer did not strike any other vehicles. At the scene, the safety chains were still attached to the tow vehcile, and it was evident where the chain had broken where it was attached to the trailer, possibly due to the age of the trailer. The locking mechanism was properly affixed to the trailer, however it was broken off as the trailer was uprighted and moved to the shoulder. This was explained to the driver and passenger at the scene. It was also evident at the scene that the right side support holding the right side taillights was torn off during the rollover. It was in the grassy area by the trailer. It was even picked up and put in the back of the trailer at some point. Unfortunately, as it was an out of state registered trailer, and was apparently properly attached, there is no violation of state law with this incident, therefore the trooper did not issue a summons to the driver. I do know that the trooper did explain to both occupants the dangers of the trailer they were towing.
