Family hayride turns tragic.... how many more before we act?

FARMINGTON, Utah (ABC 4 News) -Police say a 5-year-old boy died after being run over by the rear tires of a flatbed trailer. The Davis County Sheriff's Office says it happened Saturday Night at the Farmington Bay Waterfowl Management area on 1325 W. and 925 S. near the Great Salt Lake.
Captain Kenneth Payne of the Davis County Sheriff's Office says more than 30 family members were on a 20-foot long flat bed trailer. They were being pulled by a pickup truck and returning from a hayride. Payne says, “The trailer was stopping and some of the boys wanted to jump off, and this little 5-year-old wanted to do the same. His mother was attempting to lower him down to the ground when apparently he was pulled underneath the rear wheels of the trailer."
Payne says Kai Jorgensen of Layton was killed instantly. Payne says county attorneys determined that Kai's mother Shana Jorgensen would not be charged with any type of negligence. They say this was just an unfortunate accident.
